Since the enactment of the Minnesota Personal Protection Bill of 2003, Koscielski's has sought to develop courses that would extend Second Amendment rights to the disabled, especially the sight-impaired. Because those who are sight-impaired face a potentially greater risk of harm at the hands of assailants, we believe that given the opportunity to receive proper training, sight-impaired people can successfully earn a concealed carry permit. This achievement can definitely enhance an individual's sense of independence, self-sufficiency, and self-confidence when facing a sometimes-threatening world.
Koscielski's firearms training courses for the sight-impaired are grounded in a wellness model that assumes the dignity, competence, and judgment of our students. We encourage them to believe in their personal abilities and use them to pursue their individual goals.
Our sighted instructors have become adept at performing the mechanical firearms skills through intensive practice while wearing blindfolds, so our students are not expected to do anything that we have not done ourselves. We require our students to learn to use their white canes as an adjunct to their firearm in their own self-protection. And, we ask students to trust in their special abilities like their acute hearing and their sensitivity to danger.
Our concealed carry course for the sight-impaired relies on the same core curriculum as our other carry classes: lectures, content-testing and competency qualifications. What is different about this module is that it empowers the sight-impaired to take charge of their personal protection by trusting in the abilities they have.

This is a 14-point course that covers the Safe and Tactical use of a firearm for self-defense for the visually impaired person.
